Dear Director Tony Tavares and Governor Gavin Newsom,

I am a resident of California and supporter of public transit. Across the US, transit agencies are facing a funding shortfall, making wait times too long, transit trips too slow, and forcing more and more people to rely on cars to get around.

CA DOT has an opportunity to move hundreds of millions of dollars to help fill these funding gaps. State Departments of Transportation received hundreds of millions of additional dollars via Federal Highway Administration (FHWA) from the 2021 Infrastructure Investment and Jobs Act (IIJA). Unfortunately, most of these funds have been pledged for polluting transportation projects like highway expansion, increasing emissions in a sector that is already responsible for a one-third of total US greenhouse gas pollution.

Fortunately, CA DOT can use the flex funding mechanism to move FHWA funds to projects that reduce emissions, increase transit reliability, and support accessibility improvements.

As Governor,  you can do right by communities across California and make a commitment to flex funds away from highway expansion to transit projects that help reduce emissions, increase accessibility, and connect communities.

Unfortunately, much of this funding is being used in ways that actually increase greenhouse gas emissions. We’re working to redirect these funds toward green transit, pedestrian safety, and road repairs — but we need your help.

There are billions of federal dollars available to states for transit improvement — Governors have the power to flex these funds away from polluting highways and into communities.
